Apologies for the change in schedule for this week, yesterday was a bank holiday in the UK, where our editor and newsletter writer is based. Next week&#8217;s newsletter will be on Monday, as usual.<br><br>This week, we&#8217;re looking at the conflict at the Kyrgyz-Tajik border, legal amendments in Kyrgyzstan, following up on the case of the Uzbek blogger Miraziz Bazarov, and more&#8230;<\/p>\n\n\n\n<p><strong>Tajikistan and Kyrgyzstan have engaged in border clashes of unprecedented violence since the collapse of the Soviet Union<\/strong>. The detailed course of events differs depending on sources, but the initial trigger <a href=\"https:\/\/eurasianet.org\/tempers-flaring-as-kyrgyzstan-tajikistan-come-to-deadly-blows?utm_source=Novastan.org+Newsletter&amp;utm_campaign=5cd923ab1e-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-5cd923ab1e-\" target=\"_blank\" rel=\"noreferrer noopener\">seemed to be<\/a> (ENG) the disputed use of a water supply facility located on the Kyrgyz road connecting Tajikistan to the exclave of Vorukh. What started as usual skirmishes between local communities on 28 April turned into a conflict between armed forces of both countries the next day. After an unsuccessful first ceasefire, both sides reached an agreement to demarcate the border on Sunday night without publishing details. <a href=\"https:\/\/www.rferl.org\/a\/kyrgyz-tajik-border-violence-finger-pointing\/31237228.html?utm_source=Novastan.org+Newsletter&amp;utm_campaign=5cd923ab1e-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-5cd923ab1e-\" target=\"_blank\" rel=\"noreferrer noopener\">According to RFE\/RL&#8217;s Kyrgyz service<\/a> (ENG), the situation is now stable.<br><br>The Ministry of Health of Kyrgyzstan said 36 Kyrgyz citizens were killed. Tajik authorities have not published information on casualties, but RFE\/RL&#8217;s Tajik service Radio Ozodi <a href=\"https:\/\/rus.ozodi.org\/a\/31237223.html?utm_source=Novastan.org+Newsletter&amp;utm_campaign=5cd923ab1e-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-5cd923ab1e-\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a> (RU) that at least 18 Tajik citizens were killed.<br><br>On Friday, Novastan <a href=\"https:\/\/novastan.org\/en\/tajikistan\/what-are-the-underlying-reasons-for-the-deadly-kyrgyz-tajik-border-clashes\/?utm_source=Novastan.org+Newsletter&amp;utm_campaign=5cd923ab1e-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-5cd923ab1e-\" target=\"_blank\" rel=\"noreferrer noopener\">spoke with<\/a> (ENG) political scientist Parviz Mullojonov to understand the underlying reasons for border disputes in the region.\u00a0<br><br>Human Rights Watch <a href=\"https:\/\/www.hrw.org\/news\/2021\/05\/03\/kyrgyzstan-proposed-legal-changes-threaten-political-dissent?utm_source=Novastan.org+Newsletter&amp;utm_campaign=5cd923ab1e-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-5cd923ab1e-\" target=\"_blank\" rel=\"noreferrer noopener\">says<\/a> (ENG)<strong> legal amendments under consideration in Kyrgyzstan<\/strong> would &#8220;put the political opposition and human rights groups at heightened risk&#8221;. According to the rights group, the change would broaden the scope for criminal prosecution of &#8220;extremist&#8221; organisations to include those found to incite \u201cpolitical enmity,\u201d along with national, ethnic, or racial enmity, and make financing such \u201cextremist\u201d organisations a criminal offense.<br><br>Also in Kyrgyzstan: tomorrow, 5 May,Sadyr Japarov, the president, <a href=\"https:\/\/kloop.kg\/blog\/2021\/05\/04\/sadyr-zhaparov-5-maya-obratitsya-s-poslaniem-k-narodu-i-podpishet-novuyu-konstitutsiyu-apparat-prezidenta\/?utm_source=Novastan.org+Newsletter&amp;utm_campaign=5cd923ab1e-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-5cd923ab1e-\" target=\"_blank\" rel=\"noreferrer noopener\">will sign<\/a> (RU) the <strong>country&#8217;s new constitution.<\/strong><br><br>The Uzbek blogger and activist <strong>Miraziz Bazarov<\/strong>, who was beaten by unknown attackers in March, has been released from the hospital and put under house arrest, RFE\/RL&#8217;s Uzbek service <a href=\"https:\/\/www.ozodlik.org\/a\/%D0%BB%D0%B3%D0%B1%D1%82-%D2%B3%D1%83%D2%9B%D1%83%D2%9B%D0%BB%D0%B0%D1%80%D0%B8%D0%BD%D0%B8-%D2%B3%D0%B8%D0%BC%D0%BE%D1%8F-%D2%9B%D0%B8%D0%BB%D0%B3%D0%B0%D0%BD-%D0%B1%D0%BB%D0%BE%D0%B3%D0%B5%D1%80%D0%B3%D0%B0-%D0%B6%D0%B8%D0%BD%D0%BE%D1%8F%D1%82-%D0%B8%D1%88%D0%B8-%D0%BE%D1%87%D0%B8%D0%BB%D0%B4%D0%B8-%D1%83-%D2%B3%D0%B8%D0%B1%D1%81%D0%B3%D0%B0-%D0%BE%D0%BB%D0%B8%D0%BD%D0%B8%D1%88%D0%B8-%D0%BC%D1%83%D0%BC%D0%BA%D0%B8%D0%BD---%D0%B0%D0%B4%D0%B2%D0%BE%D0%BA%D0%B0%D1%82%D0%B8\/31230006.html?utm_source=Novastan.org+Newsletter&amp;utm_campaign=5cd923ab1e-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-5cd923ab1e-\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a> (UZ).<br><br>The number of <strong>ethnic Russians in Turkmenistan<\/strong> has decreased to about 100,000, about 2% of the population, the lowest figure since the 1930s, Turkmen.news <a href=\"https:\/\/telegra.ph\/CHislennost-russkih-v-Turkmenistane-snizilas-do-urovnya-1930-h-godov-04-25?tg_rhash=3aae0ab195c808&amp;utm_source=Novastan.org+Newsletter&amp;utm_campaign=5cd923ab1e-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-5cd923ab1e-\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a> (RU).\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Covid-19 in Central Asia<\/h2>\n\n\n\n<p><strong>As of 3 May 2021, there were officially<\/strong> <strong>528,448 cases, 6,094 deaths and 470,548<\/strong> <strong>recoveries. In more detail:<\/strong><br><br>&#8211; Kazakhstan: 327,995 cases, 3,733\u00a0deaths, 280,342 recovered<br>&#8211; Kyrgyzstan: 96,337\u00a0cases,\u00a0 1,622 deaths, 89,921 recovered<br>&#8211; Uzbekistan: 90,808\u00a0cas, 649\u00a0deaths, 87,067 recovered<br>&#8211; Tajikistan: 13,308 cases, 90 deaths, 13,218 recovered (no new cases according to official figures)<br>&#8211; Turkmenistan: 0 cases, 0 deaths, 0 recovered (no cases according to official figures)<br>\u00a0<br>Anyone arriving in <strong>Kazakhstan<\/strong> from India, including via a third country, will have to spend two weeks in quarantine, Kazakhstan&#8217;s health minister <a href=\"https:\/\/vlast.kz\/novosti\/44841-vseh-pribyvausih-v-kazahstan-iz-tretih-stran-budut-otpravlat-na-dvuhnedelnyj-karantin.html?utm_source=Novastan.org+Newsletter&amp;utm_campaign=5cd923ab1e-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-5cd923ab1e-\" target=\"_blank\" rel=\"noreferrer noopener\">announced today<\/a> (RU).\u00a0<br><br>In 2020, <strong>Kyrgyzstan <\/strong>spent $43.8 million on public procurement of goods and services to combat coronavirus, concluding about 9,300 contracts.
