This week, we&#8217;re looking at a referendum on constitutional amendments in Kyrgyzstan, ethnic Kazakhs in Xinjiang, cooperation between Kyrgyzstan and Uzbekistan, Uzbekistan&#8217;s tourism industry, and, in lighter news, the Eurovision.<br><br><strong>On 11 March, Kyrgyzstan&#8217;s parliament <a href=\"https:\/\/kloop.kg\/blog\/2021\/03\/12\/prezident-podpisal-zakonoproekt-o-referendume-po-izmeneniyu-konstitutsii\/?utm_source=Novastan.org+Newsletter&amp;utm_campaign=e92584e5a7-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-e92584e5a7-\" target=\"_blank\" rel=\"noreferrer noopener\">approved<\/a> (RU) the final reading of a bill to hold a referendum on constitutional amendments. <\/strong>The referendum is planned for 11 April. The amendments would give more power to the president, create a people&#8217;s assembly (<em>kurultay<\/em>) with, among others, authority to propose laws to the parliament, but also prohibit the dissemination of information that goes against the \u201cmoral values and the public consciousness of the people of Kyrgyzstan\u201d. The president, Sadyr Japarov, <a href=\"http:\/\/www.president.kg\/ru\/sobytiya\/18890_prezident_sadir_ghaparov_podpisal_zakon_onaznachenii_referenduma_vsenarodnogo_golosovaniya_poproektu_zakona_okonstitucii_kirgizskoy_respubliki?utm_source=Novastan.org+Newsletter&amp;utm_campaign=e92584e5a7-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-e92584e5a7-\" target=\"_blank\" rel=\"noreferrer noopener\">signed the bill<\/a> (RU) into law on 12 March.<br><br><strong>Kazakhstan&#8217;s ministry of foreign affairs <a href=\"https:\/\/www.rferl.org\/a\/kazakhs-china-consulate-protesters-relatives-xinjiang-release\/31147667.html?utm_source=Novastan.org+Newsletter&amp;utm_campaign=e92584e5a7-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-e92584e5a7-\" target=\"_blank\" rel=\"noreferrer noopener\">has asked China to help &#8220;resolve issues&#8221;<\/a> (EN) raised by picketers at the Chinese consulate in Almaty, Kazakhstan&#8217;s largest city. <\/strong>The protesters are demanding their relative be allowed to leave the Chinese region of Xinjiang.<br><br><strong>Kyrgyzstan&#8217;s president Sadyr Japarov made an official visit to Uzbekistan, where he met with his Uzbek counterpart,&nbsp; Shavkat Mirziyoyev. <\/strong><a href=\"https:\/\/www.gazeta.uz\/ru\/2021\/03\/14\/japarov-visit\/?utm_source=Novastan.org+Newsletter&amp;utm_campaign=e92584e5a7-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-e92584e5a7-\" target=\"_blank\" rel=\"noreferrer noopener\">According to the Uzbek media Gazeta.uz<\/a> (RU), they agreed to create a joint investment fund, open air traffic to Sox, an Uzbek exclave surrounded by Kyrgyzstan, resolve issues about the disputed enclave of Unkar-Too, fund 100 places for Kyrgyz citizens in Uzbek universities and work on the construction of a hydroelectric power station, among others.&nbsp;<br><br><strong>Last month, the Uzbek government <a href=\"https:\/\/novastan.org\/en\/uzbekistan\/uzbekistan-to-develop-international-and-domestic-tourism\/?utm_source=Novastan.org+Newsletter&amp;utm_campaign=e92584e5a7-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-e92584e5a7-\" target=\"_blank\" rel=\"noreferrer noopener\">announced an action plan<\/a> (ENG) to develop the country\u2019s tourism industry. <\/strong>The new measures, targeting transport, visa requirements and taxes, came into effect in March. Uzbekistan hopes to promote its tourism industry despite the Covid-19 pandemic.<br><br><strong>The Tajikistan-born singer Manizha will represent Russia at the Eurovision Song Contest<\/strong>. Manizha Sangin, who grew up in Russia after her family left Tajikistan during the civil war, will perform <a href=\"https:\/\/www.1tv.ru\/shows\/eurovision2021\/o-proekte\/manizha-russkaya-zhenshina-evrovidenie-2021-nacionalnyy-otbor-fragment-vypuska-ot-08-03-2021?utm_source=Novastan.org+Newsletter&amp;utm_campaign=e92584e5a7-NSLR+267_COPY_01&amp;utm_medium=email&amp;utm_term=0_d479236523-e92584e5a7-\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;Russian Woman&#8221;<\/a>. The song denounces gender stereotypes and celebrates women.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Covid-19 in Central Asia<\/h2>\n\n\n\n<p><strong>As of 15 March 2021, there have officially been<\/strong> <strong>405,203<\/strong> <strong>&nbsp;cases, 5,051 deaths et 382,864 recoveries.
